 Iraq's Nuclear Ambitions


Iraq's interest in nuclear technology predates the development of the Osirak reactor and the rise of nuclear concerns in the early 1980s. According to the International Atomic Energy Agency, Iraq began its nuclear activities in 1956, initially with the aim of developing scientific and technological capabilities and producing radioisotopes for medical and industrial applications.


In the 1960s, Iraq expanded its cooperation with the Soviet Union. This cooperation included the development of a research reactor and related laboratories at the Tuwaitha Nuclear Research Center near Baghdad. Therefore, Iraq's nuclear activities developed within a broader international context where both Western and Soviet states provided nuclear technology and technical assistance to countries pursuing peaceful nuclear programs.


Iraq joined the Nuclear Non-Proliferation Treaty (NPT) in 1969. Its comprehensive safeguards agreement with the International Atomic Energy Agency entered into force in 1972. These commitments placed Iraq's declared nuclear activities under the international safeguards system.


However, in the 1970s, Iraq significantly expanded its nuclear ambitions. As the country's increasing oil revenues provided Baghdad with more financial resources, the government sought to develop advanced scientific and industrial capabilities. Nuclear technology became part of this broader modernization strategy.


A significant turning point occurred when Iraq and France reached an agreement on nuclear cooperation in 1975. The agreement stipulated French assistance in developing Iraq's nuclear capabilities, including the construction and supply of a research reactor and related infrastructure.


U.S. government assessments at the time described the agreement as part of a broader expansion of Iraq's relations with Western Europe. A 1976 U.S. State Department assessment noted the increasing nuclear cooperation between Iraq and France; this cooperation included plans for a reactor and the training of Iraqi personnel. The nuclear relationship was also linked to a broader economic partnership involving oil and industrial development.


The resulting reactor became known as Osiraq, while Iraq had named it Tammuz 1. It was based on the French Osiris research reactor design and was built at the Tuwaitha nuclear research center near Baghdad. A smaller reactor, known as Tammuz 2 or Isis, was also supplied as part of the French-Iraqi nuclear cooperation program.


The development of these facilities generated increasing interest in Israel. Israeli officials began to worry that the Iraqi nuclear program could eventually provide Baghdad with capabilities that could be directed toward a military nuclear program.


However, the question was not simple.


The mere existence of a research reactor did not, by itself, demonstrate that Iraq possessed a nuclear weapons program. Osiraq was officially presented as a research facility and was subject to the International Atomic Energy Agency's safety measures. Furthermore, the reactor, which Israel destroyed in June 1981, had not yet become operational.


At the same time, later investigations into Iraq's nuclear activities revealed that the Iraqi government conducted a far more extensive secret nuclear weapons program in the 1980s and early 1990s. This later evidence is historically significant, but should not automatically be retrospectively projected onto all of Iraq's nuclear activity in the 1970s.


Therefore, when examining the period before Operation Opera, the distinction between declared nuclear research, suspected weapons-related ambitions, and subsequently confirmed secret activities is essential.


The Iraqi nuclear program also developed through numerous international relationships rather than a single foreign supplier. Soviet assistance was significant in the early stages of the program, while France became particularly important during its expansion in the 1970s. Italy and other European countries were also involved in various aspects of Iraq's nuclear infrastructure.


Therefore, by the late 1970s, Iraq had established a significant scientific and technological infrastructure at Tuwaitha. The complex included research reactors, laboratories, and other facilities related to nuclear research and fuel cycle activities.


This development coincided with a dramatic shift in the regional security landscape. The 1979 Iranian Revolution, the establishment of the Islamic Republic of Iran, and the subsequent Iran-Iraq War, which began in September 1980, altered Baghdad's strategic calculations and contributed to increased regional instability.


The outbreak of the Iran-Iraq War was particularly significant because Iraq's nuclear infrastructure subsequently became part of a broader regional military context. Iraq's nuclear facilities were no longer developing in isolation from conventional warfare.


In short, the fundamental reason and justification for today's operations against Iran are rooted in historical issues.
